Call to comment on spatial vision for Spine Road Development Corridor

The City of Cape Town is calling on residents, businesses, and all other interested parties to comment on the draft local spatial development framework (LSDF) for the Spine Road Development Corridor in Khayelitsha. This is the ideal opportunity to help shape the spatial vision for Spine Road and surrounds. All are invited to submit feedback by 22 April 2025.
The Spine Road Development Corridor includes the section of Spine Road from just before the intersection with Japhta K Masemola Road in the east to the intersection with Mew Way in the west, and the areas adjacent to this major route amongst which Ilitha Park, Eyethu, Khaya, Ekuphumleni, Mandela Park and Sabata Dalindyebo Square.
‘Spine Road is extremely congested. There is pressure from a multitude of land uses and activities in the road reserve – these range from car washes to salons, restaurants, local mechanics and spaza shops. There are informal encroachments with structures built over service servitudes, meaning these obstruct access to essential infrastructure, such as water and sewer mains.
‘There is an urgent need for a spatial vision to guide sustainable development along this corridor in a manner that supports economic growth, and improves mobility, environmental sustainability and resilience to the impacts of climate change,’ said the City’s Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, Alderman Eddie Andrews.
The intention of the draft LSDF is to:
• Provide a vision for the area
• Give detailed guidance on future development – these are land use and environmental planning – to achieve the spatial vision
• Inform decision-making
• Identify strategic public and private investment initiatives
‘We want to see medium- to high-density housing and mixed use developments at appropriate locations. Development and investment should support business growth for more job opportunities, improved public transport, non-motoristed transport, and traffic flow, and very importantly: whatever happens along this corridor should improve living conditions with green spaces and eco-friendly infrastructure,’ said Alderman Andrews.
The draft LSDF is informed by the Spine Road Corridor contextual report that provides an overview of the current trends, challenges and opportunities of the study area. Last year, the local community and stakeholders had the opportunity to collaborate with the City and comment on the report that also provides information about the local population, economy, property market, land use, urban character, community facilities, and services infrastructure.
Key opportunities have been identified to maximise the corridor’s potential as a thriving and vibrant urban area that can support sustainable growth and improved quality of life. Similarly, there are some key challenges, such as safety and security issues, traffic congestion, land invasions, fragmented urban development and a lack of cohesive planning.
‘I encourage residents and the local business community to collaborate with us. We are hosting three workshops in coming weeks and these are perfect opportunities to let us know what you think. We need your input to further refine the draft LSDF, which will determine what this corridor will look like in future, and how its development will benefit the surrounding communities,’ said Alderman Andrews.

19 March 2025 from 14:00 to 16:30 at the Khayelitsha Training Centre on the corner of Lwandle Road and Phendula Crescent in Khayelitsha
